Application Policies & Procedures



Qualification to rent from Hall Associates is based on our evaluation of your credit & background history, rental history and verifiable income. All rental application information must be complete and verifiable, application fees are non-refundable, and all applications will be processed on a first come, first serve basis. If you have any questions regarding qualification eligibility, please contact the office at (540) 982-5703. Processing a rental application usually takes between two and three business days.

Applicants:

  • Each person 18 years of age and older who intends to occupy the premises must complete an application.
  • If a co-signer is necessary, they must complete a full application as well.
  • Photo identification must be provided at time of application.
  • Applicant must provide their Social Security Number(SSN) or Individual Taxpayer Identification Number(ITIN) and/or proof of US Citizenship of Immigration Status.
  • Rental applications from applicants who are not U.S. Citizens or who do not have legal right to be in the U.S. will be declined.

Occupancy Guidelines:

  • Hall Residential adheres to all applicable fair housing laws. As per guidance from the United States Department of Housing and Urban Development(HUD), maximum occupancy is two persons per bedroom. Persons under two years of age are not included in the count.

Processing Fees:

  • There is a non-refundable processing fee of $30.00 per single applicant and $50.00 per married couple.
  • Fees can be paid with cash, money order, cashiers check or personal check.
  • No rental application will be processed without a processing fee.
  • Rent, deposits or other fees are not accepted without an approved rental application.

Income Criteria:

  • Applicants, including all others who are applying to rent the premises as one household unit, must have a combined and verifiable gross income of at least three times the monthly rent.
  • All employment and income will be verified, please submit two most recent pay check stubs with application along with a contact person and phone number for your current employer.
  • Self-employed applicants must submit their most recent tax return.
  • Non-employed applicants must provide proof of income and/or financial ability.
  • Child support will not be included in income requirement.
  • Unverifiable income will not be considered.

Credit Criteria:

  • We will obtain a credit report for each applicant, reports submitted by applicants will not be accepted.
  • A history of bankruptcy is cause for rejection unless the bankruptcy has been fully discharged for one year and the applicant has established satisfactory credit history after the discharge. Also, additional security deposit and/or co-signer may be required at the sole discretion of Hall Residential.
  • Excessive charge-offs or collection accounts may be cause for rejection.

Background Criteria:

  • We will conduct a background check on each applicant, reports submitted by applicants will not be accepted.
  • Any of the following by any person intending to occupy the premises is cause for rejection of a rental application:
    • Any conviction or adjudication other than acquittal of a sex offense.
    • Any conviction or adjudication other than acquittal of a felony.
    • Any conviction or adjudication other than acquittal of the illegal manufacturing or distribution of a controlled substance.
    • A history of illegal gambling, engaging in prostitution, illegal drug use, abuse of or illegal treatment of animals, or the manufacturing and/or distribution of drugs, firearms, explosive devices, or pornography.
    • A history of violence or of threats made to a Landlord, Landlord's agent, neighbors or others.

Rental History:

  • Rental history must be verified for a minimum of the last 24 months. Please provide name of apartments, address of landlord office phone numbers so that we can easily reach prior apartment managers/landlords.
  • Applicants must provide written notice, as required by current landlord (30 or 60 day).
  • Rental history references must reflect timely payment, no complaints regarding disturbances or illegal activities, no history of violence or threats and/or intimidation of others, no NSF checks, no damage to previous rental units, and no failure to leave the premises clean and without damage at the time of lease termination.
  • Owing a balance to a current or prior landlord or having been evicted is cause for rejection.

Pet Policy:

  • All pets are subject to management approval.
  • If a pet is approved, there will be a $300.00 non-refundable pet fee per pet.
  • Dog and cats must be at least a year old.
  • We will not accept Pit Bulls, Rottweilers, Doberman Pinchers, Chows, German Sheppard's or any other breed that is considered aggressive. Please check with the office before applying.

Approval:

  • If approved, the applicant must pay the security deposit and sign a lease agreement within two business days. In the event the applicant fails to sign a lease agreement and pay the fees within tow business days after approval, it will be assumed that the applicant has withdrawn and the premises will be offered to others.
  • Security deposits are based on applicant's qualification and start date. At owner/landlord sole discretion, a higher deposit, and/or additional pre-paid rent, and/or co-signers may be accepted in lieu of acceptable credit or landlord history.
  • In the event a co-signer is needed, said co-signer must complete a rental application, pay the application fee and be qualified in order to be a co-signer. In order to be considered a co-signer, the applicant must live in the state of Virginia and meet all rental verification requirements. A co-signers income cannot be considered if the only source of income is disability.
  • Accepted deposits to hold units on approved applications will be applied to all vacancy losses, default fees and advertising costs for which the applicant will be held responsible in the event of default with or without a signed lease.
  • All security deposits must be paid in the form of cashier's check or money order.
  • The first months rent and any pet fees are due in the form of a cashier's check or money order upon move-in.
  • Once a property is vacated, approved applicants should allow a two week period before move-in for Hall Residential to ensure that the property is updated and move-in ready.
  • Once the application has been processed & approved, it can be applied to any of our properties for up to 90 days. After that time, a new application, fees and documentation would be required.
